Well the origin is where the location coordinates are
And a delta of 0.25 0.25 0.25 will produce about a 1x1x1 range

It's not gonna exactly or perfectly fill a cubic space though, that's just the upper bounds of the space it can fill

If you want the particle you can center by doing via command,
Example,
execute align xyz run particle minecraft:flame ~0.5 ~ ~0.5 0.25 0.75 0.50 0 4
Idk, just in case lol.
What is the execute part used for?
I was suggest something more complicated, but I took simpify route.
It moves the origin to the center of the block it's being executed in, instead of using the exact coordinate

align xyz (just centers it) then particles of ~0.5 ~ ~0.5 align it perfectly. 🙂
