That is pretty difficult to achieve smoothly, doing so with a custom item in your hand is a lot easier

You can check for a player using an item on an entity, any using a nametag means renaming
You can do so using an advancement
And a vanilla nametag

the criteria is player_interacted_with_entity
And there you can check for the item
And have a reward function
And in that function it’s probably easiest to check for all dolphins with a custom name nearby

And their location is ~ ~ ~
So it’s like the player ran the function where they stand
Oh and in the function you can revoke the advancement so it can be triggered again and again

Yeah the biggest hurdle when getting into data packs is learning what data packs actually are vs are not
