Welllllllllll.... technically, there ARE some things you can do, but most are quite finicky
For one, mining speed is now an attribute, so you can apply an attribute modifier to make a certain block seem harder to break
You can also change which blocks certain tools are effective on

Are they talking more about explosion resistance?
Well Hardness is a technical term that impacts explosion resistance as well as mining speed, but it's a property of blocks. It's possible they will be interested in alternative options to mimic a different hardness, by affecting the mining speed of tools or players, but without more information, their question is otherwise extreme clear: they want to know if hardness of blocks is data driven yet, and it's not
We can presume data driven blocks are coming eventually, yes. Mojang have said they need fully data driven items first, which requires implementing components to cover all current items behavior, so we're on the roadmap for it 🙂

And just to clear things up, the purpose behind me asking this question is making a datapack to instamine deepslate without janky workarounds. I managed to find a solution for now, but yeah, its jank
