How do I use Custom_Model_Data with 1.21.4?

I have this command and its not showing up as a function in game

I ended up fixing the issue with the not being able to spawn in the actual weapon

the only thing I can't get working now

is that

my hit detection

is not working correctly for some reason I'm unable to place effects on enemies

should I make a new ticket for that or no?
