In 1.21.4, there are a few extra steps you have to go through to use the item_model or custom_model_data component.

If you're looking to use item_model, the carrot_on_a_stick.json file is uneeded.

In fact, you technically don't need anything in the minecraft namespace of the resource pack at all.

Yes, but you don't need the custom model to be in the minecraft namespace. What I did in my pack, was put my model file in a custom namespace, and then the component looks like item_model=custom_pack:my_model_file.
