If both items are lying on the ground, this is an easy task.
give the bundle a tag (or check the item type), then run this command at and as the bundle:

data modify entity @s Item.components.minecraft:bundle_contents append from entity @n[type=item,nbt=!{Item:{id:"minecraft:bundle"}}] Item
