The Amplified world preset just replaces the Overworld's noise settings with one that has higher values for its Final Density, so it's just a matter of amplifying your own Final Density manually

And specifically the Final Density inside of that. Possibly other parts of the Noise Router to match, depending on the changes made

Try taking a look at the vanilla amplified settings
You should be able to pull them up on Misode as a preset
i have no idea where to find them tho

There's not like a feature of Minecraft that just lets you define a portal to a custom dimension ie a Nether Portal.
You can use functions and such to make a custom portal yourself, but it can be tricky. You need to both detect the building of the portal and it's shape, when the player stands in it, and then teleport them safely, and create a linking portal on the other side when the chunks get loaded
