Do you mean change what hotbar slot the player has selected?

If so, I don't believe so.

We can detect which slot is selected but I don't think we can force the player to select a different slot

O ok also know this Is not texture pack help but is it possible to change how the hot bar looks and where the items are put on the screen when they're in the hot bar

You can change the hotbar texture, but changing where it appears on the screen I'm not sure on. Possibly with shaders
