You'd be overwriting the vanilla enchantment files in your data pack in minecraft/enchantment

It's not really something sophisticated enough to require a tutorial

The folder should be enchantment, not enchantments

And make sure minecraft is in the data folder, not in your namespace folder

After that you just

• Copy the vanilla enchantment files from the vanilla data pack at that file location into the same file location in your data pack
• Change the max level to what you want
