You need to individually add a reward function for each advancement

The thing is I don't actually want to make a command specific for each achievement

It's just a command that executes every time you get an achievement no matter what it is

The command is unique and it's the same for every achievement

I want to use the new attribute commands in 1.21 to make a achievement = size datapack

You just need to add it to each individually if you want to track this
