Shaders are some of the most complicated parts of datapacking, few people understand and even fewer are experts.

Besides, this server isn’t exactly for commissioning work, we aren’t going to recreate the datapack for you.

If you want to see how they did it, I’d advise looking at their code and their resource pack contents.

What I would do is see if I could contact the developer, and ask them how they made the pack.

Most developers will yap and yap about their own project if you let them.

That would give you an idea on how they did it.

Although, if you just want the pack without paying, this is not the right place to ask.

selling packs is scummy (and illegal but mojang doesn't do anything)

we can help you make it yourself

you will require a vanilla shader for that, meaning 1, it wont work with modded shaders and it's a different language from mcfunction or other stuff you might know

but the code is very easy and straightforward for the shader
