I think you could/should use a tick advancement

#

An advancement that is granted to the player if they exist during one tick, so basically as soon as they join the server and that would as reward run a function that give 20 point on your scoreboard (I don't think if you can't directly give scoreboards points as a reward of advancement or have to go by a function)

just select players without a certain tag and then attach it (easiest way)

They're both pretty simple. The tag way is slightly easier conceptually for beginners, but the advancement way would be more efficient, performance-wise
