What is the difference between what you want to do and sitting them?
it feels lifeless
It's important to understand that when you're trying to change nob behavior with data packs, you're always going to have to be fighting against their AI.
So making them do something additional is always going to be easier than making them not do some of their behavior

Now if you want to fully replace all of their behavior, that's also an option
By just disabling their AI altogether, but of course that entails more work
