How could i make a crowd which lights up like this image i am recreating a concert and the crowd is currently empty and i want to add the twinkling lights to the crowd

Hmmm

You could try something with particles, which will work as long as their particle render distance thingy is big enough

the /particle command will be your friend

You can add the force parameter to particles, to make them render at any distance
