I was here long time ago and my plans haven't change. Sometime ago I wanted to create a super flat world that would be with sand and deadbushes only with structures. I did it.
But now I feel like superflat is kinda boring and I want to add some height. I want to add some perlin noise kinda thing and that's it.
Sadly my datapack was for older version and since 1.21 adds so much stuff I want to focus on that version.
It's kinda like expansion for a map from planetmc Deadbush Lands

So,
I want to add something more than just superflat
layers in superflat world were:
1- deadbush
sand
1 - bedrock
i wanna do the same but kinda like in overworld generation style
so there is some height into it not just flat world
I don't think I'm understanding. You want Overworld terrain, but just with Bedrock with Dead Bushes on top?
i think they want overworld with a bedrock layer underneath and all blocks are sand but the topmost layer is dead bushes

though which exactly and what you need to change, i'm not confident about
That isn't terribly difficult to do with experience, but diving into worldgen can be daunting. I can't go into a ton of detail right now, but essentially what you'll do is:
- Edit the Overworld noise_settings to have sand as the base block, remove most/all of the surface_rule except for the Bedrock portion and edit it to be 1 layer (easy)
- Add a surface_rule that puts Dead Bushes on the top layer regardless of biome
- (Optionally) Change the Overworld dimension file to remove all but one biome. Can be a vanilla one or you can make a custom one

thats my noise settings but i dont know if there are ore vines(i dont want ore vines), i have that surface rule that replaces grass_block to deadbush
i dont want oceans, lakes, caves, ore vines.
but whenever i mess with those settings that are resposible for those the noise just breaks
