Giving Effects

I'm trying to make a data pack for my Minecraft server, and I know how to make custom items, but I want the custom items to give an effect when I press a certain key (e.g. 'F'). I looked up tutorials online but I only found tutorials using commands. Can anyone help?

Data packs can't detect arbitrary keyboard inputs like that

They can only detect certain game actions, and often under specific circumstances

You can react to, for example, the player putting the item in their offhand

Afaik the default key for that is F
