I'm trying to do a datapack for a class-based minigame (sort of like OW or TF2). I want to make the hunger basically useless, where it doesn't go down if you take damage/run a lot, but also in a way that it doesn't heal you. Is there a way I can make this?

If you run gamerule naturalRegeneration false, players won't regenerate health via their hunger bar.
Then you can give everyone constant saturation so that they don't lose hunger
