It’s a bit more complicated than just that there was a race war between the two races and the human uses that as “pay for the sins of your ancestors” propaganda, the empire (which where the first chapter of the game takes place in) is in an active war against the elysian church(imagine the vatican but a country and predominantly made of charons who worship 7 godsand there is a chance those gods actually exist) , there is also a charon terrorist organization that hates the empire but aren’t afraid to use other charon civilians as human shields, and there is also a rare condition that might turn a charon into a city block destroying weekly boss and the second and third bosses of the game are exactly that
Their racism isn’t without merit but definitely extremely exaggerated
