I have a laptop that is only 144Hz with a Type-C port like this, about if I buy a 27” 165hz monitor, can it be extended to 165hz too?

in term of type-C specs it should be able to 165Hz monitor but

Yes, I've driven a 1440p 165hz display (a portable monitor) off USB-C. Totally doable. You'll get into issues going past that though.

Keep the cable short. Short as possible.

Short as possible as in 3 ft, 4 maximum.

Beyond that you'll likely need an active cable with a retimer chip.

Yep, if it has to be longer, I hate recommending it, but Apple is the way to go.

They're expensive, yet the only that I've seen work properly for high refresh / high res displays.

It might be a better idea to get a USB-C to large DP adapter, yet I've never tested that.

e.g, I've managed to drive a "4K" 144hz panel off a laptop, over USB-C. Yet the display would blank on every cable I tried (and I tried alot) outside of Apple's.
