I've had 4 seed vaults that have been empty. Seed Vaults 03, 05, 07 and 20.

I would really like an answer to this because there are no more seed vaults left to be able to send humans to space even though the seed vault numbers go up to 20 there is no 06, 17, 18 and 19 seed vaults.

The seeds can spawn outside of the vault, so as soon as you see they're empty go out and look up, they're probably floating towards the surface

i went to SV4 for the 1st time today. Door open, 2 empty.

I ran into a weird instances where I went into a seed vault and all the seed timers where going. Even when they where in the fridge device. They might have loaded in slightly off center. So every time I pass near a vault I check.
