Doesn't seem that way because both ends of the cable are detached and it floats on the air with a fixed shape that seems to be the shape it had when connecting the two objects. It seems as if the problem is that the cable ends do not reconnect properly to the objects on load.

Aye, that happens to me regularly ... although I don't always see the cable hanging in the air when I turn around.
I've also come across a few instances of shaped cables like that one just hanging, motionless, above the sea (as I've sailed past).
Presumably the problem happened when I was last in that area and the game has 'remembered' where it was ... !
this seems a symptom of a more general and serious problem. I suspect the information that is stored on how the cables are connected is not pairs of sockets which are connect but the actual position of the sockets in the world space. it's the best explanation I can find for this to happen. this means the sockets have to be reattached somehow on load, giving rise to these problems when there is a discrepancy between the positions of the connected sockets, as on the rocky boat.

there is no reason to do things this way, as far as programming the system is concerned, only drawbacks
True enough; let's see what the devs can find and do to solve it (hopefully they will do so i.d.c) as it's a pain that it happens so regularly for me, now you and others.
the floating cables above the sea happened to me as well. it happens when the cables stay in place while the boat is moving. I've had to reattach cables more than once because of this.
