I had this twice on the arrival station, but I had kept the power switch on and the battery connected, saved, did exit game and not continue but loaded the explicit file and it worked to power on that moment. You might try to use the boat and leave the exodus and reenter to trigger the action bubble of the caretaker. But that was my experience. I have gone thru those motions one third time and on returning to the arrival station all was powered up. Used the elevator to go down. In any case my main door did not close, that opens only with the human in Lazarus pod on the spot in front of door then power is evaluated.
Got pissed off and threw a grenade at it and it powered up and opened, lol

I can use the lift at Exodus arrival only once each time I enter the game (which is a bummer since you need the lift to get the humans up to the rocket. A ladder won't work :-/).
Sometime after i used the vertical lift to get to the rocket it loses power. Tried to check when with the binoculars. But until I arrived at the rocket platform with the lift the green lights on the Arrival Hall lift were still on. Maybe it also has to do with the simulation bubble TeeHill pointed out earlier?
Strange thing is: The power for the Arrival Hall delivers energy for the lights and one ride with the lift (battery in the power switch room). But the little computer at that room on the right of the Arrival Hall says always "no power". Even after a reload and when the lift works for the one time.
maybe it was covered in blob? like the doors that have the respawning robts and ells and bugs.
i was playing around with wiring the battiers diffently idk that it works series vs parrel. maybe another battery?
One battery is in the room with the main switch. No change in behaviour of computer or lift. Running out of ideas.
The one thing that confuses me is the constant computer's claim of the "no power". Bad computer! Bad computer! ;-))
I had same problem, it was resolved with changing the power source. When I tried to power up the computer with small battery it wasn't working, but after I created huge solar panel farm with couple medium batteries and connected it , problem was gone.

I've been trying for an hour to restore power to get the fetus to the rocket. Actually, you have to save at another location, quit the game, and come back, and then it worked.
Happened to me too but I build 32 cyclones and 24 batteries. Might have went a tad overboard but I can power everything and charge my ship lol
24?! Not even at Lazarus I have so much power storage (around 20 at the moment). Haven't had the chance to try yet. Update on this will follow nonetheless.
