Realistically, it's impossible to get this plugin for so little. It's a complex plugin, and I don't think you'll find anyone who'll charge less than $500-$700. Furthermore, paying ONLY upon completion is unrealistic; any developer will ask for at least a 50/50 split. Our time is worth both money and respect!

Legally, you report it to the police. Thats why you pay it smart for big orders, you don’t pay it all at once. And you need to look for a reliable company and not some random if it’s a project worth that much.
