In the video, Alton consumes Rally with a battle skill, which is immediately interrupted by an ultimate. So ultimate were applied without rally and ultimate energy was not replenished.

Ultimate skill creates a domain. But when cast, domain does not exist yet. So the chance to gain Rally remains 50%.
