Implement solid requirements that must be achieved before being able to join any raids (such as 90s combat ect

I once joined a citadel lobby hosted by someone who was level 1 in every single citadel skill.

😆😆 that’s crazy, I’ve never seen that low, but seen a lot of 70s combat stats and tried it, but ended up failing the raid
