i think i dont have speed boost because i use warrior toolbelt full upgrade + godlike rake

Toolbelt should apply the boost even when you don't equip the rake, just need it in your inventory

Did you originally see that equipping the rake didn't make the task faster, when you already had the toolbelt and thought it was a bug?
