This system can be player age based, damage based, whatever. The idea is that the more levels you have the more blocks you gain. (This can be limited to just floors, walls and fences as to not be too overpowered) (Also, there can be a cap to how many blocks you gain before being unable to gain anymore if the need truly arrises for nerfs).
This levelling system could give more reason to stay alive longer as an engineer, as well. I just find it boring to build bases and cars as engineer just to sit there and do absolutely nothing after that building part is done (ramming people with the same doohickey mobile and sitting in the same base does get boring after a while, believe it or not.)
I have structured this rework/QoL change to give the most creative liberty to the people who would put this in the game, as to let them make balance changes if it becomes too overpowered.
