Basically I'm trying to down grade my steam version of GTAIV and for some weird reason the IVDowgrader isn't down grading my game? Yes windows defender is off, and it's a fresh install and yes i ran the program as administrator. I want this because I'm trying to this because I wanna install ice enhancer graphics mod.
fyi I'm trying to downgrade to 1.0.4.0

Just clarifying that one i showwed you is moodified i just downgraded it
i dowwngraded a fresh copy using downgrader 1.7

well i dont see any issues in ur game folder, u should just try reinstalling, keep the game folder in steamapps, then use 1.7 downgrader to downgrade to 1.0.4.0
