Also try using a vpn when signing in or change your network connection to another one

make sure you have all updates for win 7 installed, also enable TLS 1.1 and 1.2 in IE settings and apply fix from Microsoft Website if it's still not working.
You can also connect Microsoft account to Windows 7 by following this and check if it fixes:
Control panel -> User account -> "Link online ID" on the left sidebar -> press "Link online ID" under "Windows Live"

or reset its data

and try again after restarting your pc

You might need to portforward the gfwl service on your router too on the device you are using

I JUST FOUND THE SOLUTION.
I spent 3 hours trying to find a solution for this problem, and the only solution that solved it was to disconnect the Ethernet cable from my internet to the PC, connect my cell phone to my PC via USB cable, deactivate my home Wi-Fi on my cell phone, Activate cell phone mobile data internet to give internet to my PC through the USB cable. My PC connected to my cell phone's internet, I entered GTA 4 and I automatically logged in when entering my account!!!

Hi, I didnt read exactly what it was write..
You have to get Xbox App running connected with the same account for GFWL while you launch the game and try to log in .

oh well i fixed it and all i had to do was instead of UNchecking all the boxes there, i just had to check them all and only put my email of my main account
