Storage busses take effect only on insertion in system event, while export busses actively try to expel items from system.
So with export busses even if ore backs up onto disk, it will eventually be processed. If it doesn't, then you processing speed isn't enough

exactly but if your storage bus can’t put it into your ore proc then the export bus can’t either
hence it still goes in your drives in case of a full machine inventory
