which doesnt make sense, the mods are all the same

Sounds like a wonky installation, either of the server or client, how did you set them up?
ran forge installer to set up server, copy pasted mods, config, and defaultconfig from my singleplayer installation, and symbolic linked the save into the world on the server (so the server uses my sp world directly)

I recommend using the contents of the overrides folder from the serverpack version to void issues ~ it comes without all the clientsided mods that cause isssues when on the server
You will also need the ldlib folder and resourcepacks folder. AFAIK, not including these will break progression (e.g. breaking the strainer blocks).
explains the missing strainer block when i got off last night haha
