Film grain is a setting that might actually make the game harder to play as in you'd have worse vision, but people who want the game more cinematic and gritty would have it on. It is pretty simple to implement and wouldn't even be noticed by most, just some QoL. Make it a slider or something and purely optional. I see this as no downsides and really simple to implement

No. Personally, I HATE film grain. It's also yet another shader overlaid on my screen.

What you meant to ask for was realistic spatial weather effects. Wind, rain, dust, smoke, fog

If it's optional go nuts.
Although just use a filter through your gpu settings

You have to remember that this requires a whole host of testing to make sure that it's integrated properly and blends with existing effects properly.

Shader writing is already a painful science. I'd rather the shader writers spend their time making existing shaders run better, look better, etc.

Plus, every pass of a screen space shader per pixel is less FPS. If it's a material shader, that's three vertexes per visible triangle plus the fragment shader math - so x that by your triangle count
