If a BTR-4 squad has insufficient members, and more than 10 minutes pass, does ownership of this vehicle belong to another squad or to this squad without members?

I don't know any server that allow 1 person crew for vechicle that need crewman role, and there is sometimes an exception for british RWS that you CAN use solo even if it needs crewman
If he was solo and claimed that btr and the server doesn't allow that you should contact admins

The rules are always server dependent, but there is still some guidelines form OWI

This is not a game issue, this is a server/community rules issue.

Ask the server you are playing on. Each one is different in how they enforce these rules.
