OWI doesnt "make" Servers, players make the Servers. You want a server to play in but you dont want to seed or join a server that is literally at the end of the seeding. That is a you problem.

What you are claiming about me is not true. I join seeding servers everyday, it's just them being stuck on seeding forever.Anyway let's not derail the conversation. All of the servers are full in my region(EU)

This is not an issue the game devs can fix, I'd suggest waiting in the menu and refreshing a bit, there is always one or two servers switching from map that way the player count is down and you can join

You don´t pay OWI, you pay a Server hoster for a Server.
You only license them under OWI so that they are in the normal server browser.
