my experience, with almost 2k hours squadleading, is that 90% of the time, there is no such thing as bad players, just weak SLs. New players in particular, if lead correctly, usually do BETTER and followthrough with orders BETTER than your jaded squad vet.
all this system would do is prevent new players from playing with with better SLS, which would weaken player retention AND weaken the ability to get new players up to speed quicker/
How are new players supposed to learn the game, when experienced players play on their own, while all new players are forced to play with mostly other new players.
New players will do some mistakes. It is natural. Experienced players are supposed to teach them, and server admins are supposed to enforce rules.
This proposal would only make the game more hostile towards new players.
I think you're right, I'm not thinking about it. Then I suggested adding the first option. If there is a "New Player Friendly" filter, then there will be no restrictions, but if "Experience Preferred" should be up to the limit, but on Russian servers half of the servers have a "New Player Friendly" filter, half with "Experience Preferred"

Personally I would do 200hrs or 300 but yeah, there a "New Player Friendly" for a reason.
