Allow players to ride on top of the vehicle like in other games

Except for some APCs such as BTR-DL (supply for only 3 persons) there's no need to it in current circumstances in game

U still can kill everyone by a fragmentation rocket or grenade

That's why this mechanic will be useless. It's better to sit inside an APC. If only the AT could kill the crew and passengers inside, or dismount would take more time, then it would make sense

Transport more people

And also use tanks for transport

U will have a choice to be protected inside APC or don't wait for another vehicle and ride on top of it

T-62 even now can be used as a transport (it have 10 slots).
But actually use a tank as a personnel carrier is a bad idea, they're supposed to destroy enemy tanks or other armor. Use them for transporting infantry is a waste of precious resources.

I very rarely see situations where you need to transfer more than 1 squad at a time. If this happens, it is the failure of the squadleaders to allow this to happen

3 squads a just somewhere on the map but not on a right hab
