Why would this be a bug? Those parts are flat and can be penetrated. They do no more damage than anywhere else on the hull, assuming you penetrate.

Because this part is an external module and not part of the tank hull itself.
The real issue with this tank is the non-existant turret armor, and the awful gunners sight.
