They've had one in the game for years.
If they were bothered by suicide bombing they would have done something about the IED bikes, and wouldn't have teased GARY for as long as they have.

Allowing people to make something that game was not designed for is one thing.
I mean you could add ISIS into Arma with mods, but Bohemia was never going to add them

The IED was designed around that specific functionality. It isn't by happenstance that it works as it does, they knew what they were doing.
Specific organizations are a different matter. A few of those are a hard no from the devs (like ISIS).
