Ukraine in and of it's self isn't just going to magically make this game a great game nor is it going to make it the most popular thing. New content of any kind will keep the popularity up. Ukraine uses a large majority of things that are already in the game. Like the Mosin, FN Fal, AK-12 & Ak-74, M16 and M4. Not to mention their armor is basically all of currently in game vehicles as well, such as M1A1, M2A3, BMP1 & BMP2. Bringing in Ukraine is literally just going to be a reskinned - slightly modified version of Russian and like US Army combined. You can already get a sufficient fix of exactly what Ukraine would be via the GE mod. Yes, there are currently mods that would supply the "fix" of both Germany and the French as well, but they also bring in almost an entire new basis of weapons, vehicles, uniforms, EVERYTHING. It would actually be a new feel to a faction instead of a copy and pasted faction.

The plain truth is that incorporating Ukraine would result in the reuse of assets, whereas Germany would bring much more interesting gameplay, offering a unique experience. While I understand the appeal from a roleplaying perspective, it doesn't necessarily translate to a captivating experience for the majority of players. In fact it could become monotonous rather quickly.

VDV and IMF are basically reskins of RGF faction as it is now, with only major differences being what AK they use and the vehicles used. Ukraine and Russian militaries both use the exact same weapons and vehicles. It will be like remaking IMF, but even lazier.

Also, I don't actually think they're considering adding Ukraine. They likely only added it is an option because they were posting it on X, and its algorithim favors conversations about the Ukraine and the conflict with Russia, and it's definitely working, because it has ~5x more views than are typical.
