if you are using a router you can check the router WAN IP by logging into your router usually http://192.168.1.1 or http://192.168.0.1 then compare it to the ip you got from whatsmyip. if its the same you are not on NAT. Also ip within the 100.64.0.0/10 subnet is guaranteed to be CG-NAT since its reserved.
