[Serverless] Have env var changes immediately take effect

I was surprised when the changes to my environment variables were not taking effect.
Turns out you apparently need to completely re-initialize your workers by either terminating them all or scaling down and back up, just to have changed environment variables take effect.

Not a great UX and not explained either when you change your environment variables. Would be nice if light config changes like this would not require everything to re-initialize, or at least do it automatically and not require the user to do it all manually.

Marked this as both a bug and a feature, as honestly this feels more like a bug, but will probably be seen a feature request instead by PM.

Environment variables through docker is more of a docker needs to reinitialize i think is why. Can't assume I guess that all architectures would support just pushing something to a linux environment sort of file / access I guess.
