and yeah wound healing upgrade is negligible at best. balancing bleeding control w/ belt items or meds is what you want if you're interested in something for that

It's not that it makes them take longer to heal - negative bleed control actually makes you bleed more but you're right that you need to be bleeding first. So with negative bleed control a tiny bleed can turn massive after a while if you don't heal it. And it will be harder to heal as well of course.
