It's more-so that because of the competitive nature of the game you can't really have a client-side discrepancy between the lighting perceived.
Ambient lighting is global, not local, unless you go with an age old trick of localized IBLs, but even then it doesn't mesh with the dynamic time of day things. So there's no way to get proper dark interiors and bright exteriors without a semi-decent GI solution
