The way I kinda saw it, and to answer some of Flops questioning, is that humanity would likely develop the technology and the means of warfare against the titans through such measures and brief windows like it.
The Eldians for a time would have total dominance over the landscape because of their pushes through territory, via the power of Ymir and eventually the other Titan shifters down the line.
Because in that period, if one titan like Ymir was able to give them such power and leverage against the rest of the surrounding nations, whose to say the 9 titans wouldn't do the same?
But when push comes to shove, humanity has a way to improvise and adapt when backed into a corner.
They did with WWI, same with WWII, and other similar conflicts, even the ones that ran cold. Titans and their threat would be no different.
