Ok, what I mean is that fallout as a series, is a critique of humanity as a whole and how when push comes to shove we are savage, tribalistic creatures. The series does this by showing the worst side of us time and time again, all from various perspectives. The things is though, as the series takes place within america it primarily focuses on american nationalism, and at times more specifically capitalism with characters like mr. house.
