Same thing with all of the randomized NPCs looking like hodge podge somaoans manufactured for sale at Dollar General. Its literally just a number in a random generator to change the proportion of the race and ethnic make up of randomly generated npcs. Turns out if you tune the numbers right, you can make perfectly normal looking random npcs. But once again, Microsoft has an enforcement for diversity and inclusion, so bethesda dialed up the numbers to make nearly every random npcs you come across look like a hodge podge of literally every non-white race
