Rewrote what I sent earlier that was deleted but without the censored topic I guess

Just had a new idea for some conflict in my underwater city thing
There's some sort of conflict right now between two larger factions (calling them faction X and Y as placeholders), X has control of the power station or the access port for it (submarines) - There's an ongoing issue with the power for Covenant (the city) and that power station is one of the big reasons - As it is the place is running on low power / backup power, which keeps the place running
The conflict is that X believe it shouldn't be messed with - Boosting the power might increase power to the radio station which would kill everyone (there's a defense building in the middle of Covenant which has had a radio frequency activated to jam outside connection via radios and to hide the city if there was a Soviet attack but it was activated during a rebellion and it was untested at the time, so everyone in the defense building died over a course of hours due to the frequency and power of the equipment), and they don't wanna risk losing power altogether if something went wrong, plus they don't have the equipment to do that
And faction Y wants to restore power because you'd have a lot more amenities like UV lights for growing crops and faster water purification, but they can't really get to it because of the other faction - They have some people with the knowledge of how to do it, but, yeah, conflicting opinions on it, fun worldbuilding idea
