Dominus and Piety themselves are a recent thing in wraeclast as they have only been active on the mainland for a couple of years, however the experiments they were doing tie into the events of the end of the eternal empire (The Sarn people who got prominent after the vaal) which is tied into act 4 when you go to kill the beast and you find out "Oh hey Malachai is actually still alive just sealed away".

Anyway this ties into the undead problem because most undead you encounter have been either raised by necromancers or were raised by the effects of one of the three cataclysms (the last two caused by fucking around with the beast that you kill in act 4). The last of which, often dubbed the "Eternal Cataclysm", was caused when Malachai experimented with gems and the beast to give himself more power and control over thaumaturgy. The campaign itself takes place several hundred years after this event (roughly 260) and the effects of the second and third cataclysms are still very much around
