@real aspen So.. On a practical level, water armor is the worst for personal armor. It has so many downsides, and it's useless against rifle rounds. It's not even great against handguns. Definitely not “cheap and effective” once you account for weight and logistics.

Also, basically useless against militarily relevant lasers, and marginally useful against microwaves when you have much better alternatives.
