If yes then i did and didn't fix the problem, I tried the editing stand still animation i rotated the upper leg and it didn't fix it

Don’t think you need a controller on the avatar. I’d remove that. The one named “TV_SteamPunk_Outline_VRCHAT.”
You only need that in the FX layer for normal use.

afaik, knee ik works on the assumption that the knee joint should be slightly forward of the hip/foot bones. Move the knee joint forward a tiny tiny bit so the leg bends very slightly backward returning to the foot.
from the front view the bone should be strait, from the upper leg to the foot. vrc ik like it that way
